eth_newPendingTransactionFilter - ARC

This method creates a filter that emits the hash of every new pending transaction observed by the node. Use eth_getFilterChanges to poll the filter. Note that node providers running Arc with --public-api typically hide the pending pool to mitigate MEV vectors; this filter may return empty results on such endpoints.
